A/C not working

TX Apartment Complaint

My family and I have lived in these apartments before. We just moved back here and was told the A/C was fixed so we rented a apartment here. Well the A/c was not fixed and mitch the manager came on 7/17/2010 and replaced something for the ac in our apartment and said it would take a day to start to cool off. Well this coming saturday 7/31/2010 it will be two weeks and it is still not cool. In texas August is one of the hottest months. I want my a/c fixed before I pay my rent on the Aug 1. What do I need to do to get him to fix this a/c issue. The apartments we live at are Called Mulberry Village Apartments 1202 E Mulberry Ave. San Antonio, Texas 78209. 210-829-7615. these apartments do not have the best reputation but I own a Dog that is Hlf boxer half pit bull terrier and most apartment complexs do not take her breed thats why we moved back. How can I get him to fix this problem The apartment phase we live in is all bills paid. But why should I have to pay for AC service service that I am not getting. Do I need to put this in writing and and am I obligated to pay my rent on time if he the manager is not fixing the problem.
