Exterminator problem

I have been renting ffrom same landlord for 2yearsand staried getting roaches and ants. Then spiders and and mice.  Now my question is, who is responsible for the extermination of such? She has sent someone to do so in the past and had service for several months, but she is saying that I need to keep house clean and not attract them. What is true?
