IL Apartment Complaint

I AM A RENTER AND I THREE MONTHS AGO WAS TOLD TO LET THE MAITNENCE MEN OF OUR BUILDING TAKE OUT THE INTERIOR PART OF MY WINDOW IN THE TWO OF MY BEDROOMS SO NOW ALL THEY HAVE ARE THE STORM WINDOWS ON THEM AND MY ELECTIC BILL HAS RAISED $50 EVERY MONTH FOR THE LAST THREE MONTHS AND THIS MEANS THAT I AM NOW PAYING $100 MORE THIS MONTH FOR ELECTRICITY COMPAIRED TO LAST YEAR. I WAS TOLD WHEN THEY TOOK THEM OUT THAT THEY WOULD BE PUT BACK IN IN TWO WEEKS AND I AM NOW GOING TO THREE MONTHS IS THERE ANYTHING THAT I CAN DO TO GET THEM MOVING AND TO PAY ME THE DIFFERENCE ON WHAT THEY ARE COSTING ME TO COOL MY HOUSE?
