  1. Fix water line coming to my home

COMPLAINT DETAILS (from renter)

Lot rent includes water. I have only a trickle of water. Very hard to take shower, do laundry or even fill water for my dogs. I have complained for over a year, was told it was my pipes. I hired a plumber to check my lines and he says it is the main line coming onto the lot to my home. Manager said he would fix it but now says it is my problem. Also water comes out muddy looking at times, and smells swampy at times. All the neighbors surrounding my home has water pressure.

LANDLORD / TENANT RESPONSES (4)
From Date IP Address Response
Renter Nov 17, 2009 72.156.142.24 The work has been completed according to David Dupuis. He changed out about 2 feet of pipe under the trailer. Water pressure in the trailer is only slightly improved. David said this is all that they will do. That there is nothing wrong with their lines. Do we need to hire a plumber again to verify that pipes on trailer are OK and that the line to trailer also needs to be replaced? We feel that so far, this has not solved the problem.

Renter Nov 17, 2009 72.156.142.24 Mr Paxton Just so you will know, there is NO licensed plumber working on the water lines at my sisters trailer. There is David Dupuis and 2 other renters and they are removing sections of pipe under my sisters trailer. They insist that their lines are OK. Since you told me yesterday that there would be a licensed plumber there, I am worried that they are working on the wrong part of the lines and that the whole problem may not be resolved or cause more problems. I will let you know when done.

Renter Nov 12, 2009 72.156.142.24 Please call Beverly for explanation of this memo. 2 men came to trailer this morning to fix a valve. Kathy asked them if they had spoke to landlord about situation they said No. One works for Park and other one is another renter neither is a Plumber. Who are we supposed to let work on this water line and what happens if it is not fixed.

INVESTIGATING AGENT - REMARKS (30)
Agent Date Response
Agent Dec 1, 2009 After mediation both parties are happy with the end results. Case Closed.

Agent Dec 1, 2009 NO FURTHER RESPONSE: Agent has not received any further response to this case. Due to the lack of response, it is assumed this case is resolved. Agent has provided a reasonable time frame for additional responses. Due to inactivity the agent has no choice but to close this case as resolved.

Agent Nov 17, 2009 1 WEEK EXTENSION: This case will remain open for a week pending data from the tenant.

Agent Nov 17, 2009 PENDING FURTHER DATA: The tenant feels that the problem is still not fixed. According to the tenant the landlord replaced only 2 feet of line and not the entire line from trailer to street. Agent has discussed with the tenant about additional documentation or solutions that may be viable such as a line clean-out. Pending Tenant Response...

Agent Nov 17, 2009 CURRENT PROBLEM: The landlord has acted in good faith to repair the lines. A increase of water has resulted. As per the original plumbers note it did not quote the actual problem as to why the pressure was low, only that is was do to exterior lines. The landlord has fixed the exterior line and feels justified with the results.

Agent Nov 17, 2009 POSSIBLE CITY WATER ISSUE: The tenant may want to see if the city water department has a way to test the lines. It could be a problem stemming from their system due to an older neighborhood etc.

Agent Nov 17, 2009 CONCERNING RESULTS: As per mediation agreement the owner did agree to fix the line. It appears that the work has been completed and has resulted in better water pressure. If the tenant still feels that there is a problem with the water pressure she may hire a plumber to re-diagnose the problem. The Owner feels he has been fair with the repair and that it has improved the pressure, thus he feels that he not not further responsible.

Agent Nov 17, 2009 LICENSED PLUMBER CONCERN: Agent was aware that the job was going to be completed by David and his maintenance crew. Since the plumbing problem is on his party, he has right to do the repair himself. It is suggested to use a licensed plumber, but it is his right to repair it himself.

Agent Nov 16, 2009 MEDIATION AGREEMENT: David Dupuis has agreed to repair the water line, in order to restore water pressure. David has scheduled the repair to start tomorrow morning at 9am. Water to the park will need to be shut-off during the repair. It is expected that the repair should be completed tomorrow. Pending update...
