COMPLAINT : Withholding security deposit-Bed bug problem

COMPLAINT DETAILS (from renter)

I vacated the house on 15th October, 2011. On 16th, he called me to the house and told me that there are bed bugs in the mattress, that he provided to me. He said he will dispose off the bed bug mattress and charge me for that from my secuirty deposit of 450$. I am a sound sleeper, so never really noticed any bed bugs. But when he showed the mattress to me, there were literally 100s of them in the corners. Its been only 3 months since I moved into that apartment. There is no way, it happened within 90 days. He also mentioned that he will get the house inspected, for which I am sure he will deduct from my security deposit. Also the place i live at, the landlord lives in the same condo but other bed room. He often comes to my room to use a closet, where he stores all his old stuff and boxes. I am Ok with this, as we have agreed that in the lease. I doubt that the bed bugs came from that stuff that he stores in that closet. According to the lease, he is supposed to provide me a furnished hroom with all utilities included. But he always used to turn off the heat during cold nights. The electricity bill for that big house is only 70$ per month. He also never provided me with a mailbox key. He did once and then threatened me and took it back. I still have the emails and sms that i received from him to return the mailbox key. Please let me know if you need any other details.

Renter Nov 12, 2011 71.238.126.53 As of today, November 12, 2011, I have not received any email or telephone call from Tushar Oza regarding this case. I want him to refund my security deposit of $450.00 along with the RPA fees and a compensation for not providing a clean living area.

Due to the landlords refusal to cooperate with RPA Mediation, the RPA has no choice but to close this case. The tenant will need to seek other legal options such as court.
