COMPLAINT DETAILS (from renter) |
I am a graduate student at Johns Hopkins and have rented an apartment at the Blackstone for two years now. I have paid my rent on time and in full each month without exception. Unfortunately I have been experiencing an intolerable level of noise from a musical instrument (usually a guitar) played by the tenant in the apartment room directly above mine, number 305. This tenant (Peter) is using his apartment as a music studio, in a manor that is not permissible or allowed under the terms of my lease (or his certainly). The noise is nearly a constant "performance" which lasts a significant portion of the day. There is no question the noise is coming from him and his apartment, directly above my small studio. I have politely asked him in person a total of 4 times over the course of the past 6 months to stop all musical instruments from midnight until 9AM. He has refused each time and ignores what I think are reasonable requests. I have also told him I am able to tolerate the noise during the day, but it prevents me from sleeping at night, and it must stop. I have also called our leasing office to complain and was told he would be notified of the complaint. After this, Peter came to me and told me he would abide by my request to stop the noise from 12am-9am. He has not and does not honor this agreement. The Blackstone is quite an old building and has little or no soundproofing or insulation between walls or ceilings, exacerbating the problem. My neighbors on my floor however are very respectful towards each other and there is never any loud music or disturbing instruments being played by anyone late at night.
Recently this has become unbearable and it is compromising my mental health, as I have had to see a health professional to help cope with the lack of sleep and the constant, persistent level of frustration.
I am willing to cooperate in any reasonable way and I would appreciate a resolution as soon as possible.
