the landlord does not pay the electric bill, so there are no lights on in the common ares. No lighting in door entry, stairwells, basement etc. This has happened several times over the past few years. We verified this with PSE&G. He is aware of the problem, promises to take care of the problem, but no action has been taken for over a month now.
