The apartment has been infested with bed bugs. Erin, my daughter and the tenant, has had bites all over her body which have caused scarring. We have photos. Erin has a disability and the stress of the bed bugs has caused additional anxiety, insomnia and agitation which has affected her school performance and her mental well-being.
Before the apartment was treated for the bed bugs, she was instructed to wash all her clothes. She washed them in the building's laundry facility. She placed them in the dryer and when she returned they were still wet. Later a sign had been placed on the dryers saying they were out of order. She hung her clothes to dry around the apartment. In the bathroom she hung a wet towel on the towel rack, which had been installed improperly, and the bar pulled out of the wall. She attempted to repair the towel rack to avoid having contact with Radu. Erin has felt threatened by Radu and fears for her own personal safety and well-being. Therefore, she avoided contact with him.
On September 16 before 7:00 pm she was hanging an object on the wall and Radu (who lives in the next apartment) pounded on the wall. She immediately stopped. Later that evening she began to fix the towel rack by screwing it back into the wall (with a manual screwdriver). Radu pounded on the wall and she immediately quit. He came around to her door and pounded on the door and shouted at her, causing her to have a panic attack and not sleep that night. He continued to pound on her door periodically the next few days. How did he think his aggressive behavior was affecting a 23 year old female weighing less than 100 pounds? Erin received a note from William Covaci stating that she had put a hole in the wall and he needed to speak with her. She called him and explained the situation and Mr. Covaci said it was fine and to let Radu know. Erin called and left a voicemail with Radu saying that she had spoken with Bill Covaci about the hole in the wall and Mr. Covaci said it was fine. She explained that she had fixed the hole in the wall and if that was not good enough, he should contact her by phone. He failed to call but continued to knock on her door. He even shouted through the door.
On Monday, September 23rd, she met with her doctor and discussed what was going on with Radu. Erin felt that it was bordering on harassment. Her doctor said that it was clearly harassment and advised her to move immediately.
