Landlords are required to abide by hundreds of laws that govern the Rental Industry.  Apartment Certifications are RPA accredited courses designed to help educate, inform, and make Landlord / Property Manager aware of responsiblities and best practices.  The RPA has over 15 landlord training courses that can be applied towards landlord merits.  Although the RPA has established a course structure for merit advancement, landlords can take certifications in any order they choose.  A Certified Real estate Landlord provides a landlord protective association of values and knowledge.

RPA Investigating Agents Case Study 
The RPA found that 38% of Landlords involved in a Landlord Complaint were also in violation of EPA Lead Paint Disclosure law.  "It's shocking to find so many Landlords that are unaware of such an important rule within the rental industry, the federal fine alone is $10,000 per incident and that doesn't even consider civil penalties or damages.  It's hard to beleive that so many Landlords open themselves up to such risk." says RPA Director Paxton. 
 
Lead paint is still a very real threat to tenants and rental properties.  In 2000 a two year old girl, Sunday Abek, died after eating lead paint chips around her apartment.  Although the property manager, James T. Aneckstein,  of Bridge Street Apartment Complex was unaware of the lead paint; he failed to provide the EPA lead disclosure booklet as required by law.  The Property Manager was sentenced to a 15 month prison term and $40,000 fine.  The EPA also fined the apartment owner, Juliet Ermitano, $92,800.  It is unknown whether the tenants mother will file civil suit against the landlord for the death of her two year old daughter.
 
No landlords are exempt from local/ federal laws that govern the rental industry, regardless of whether you rent out a single room or manage hundreds of apartment complexes, the risk is equal to all landlords.  Learning how to protect yourself from uneeded risk is the basis for the landlord certification program, and should not be overlooked. 
 
Free Landlord Course Certifications
The training material found within the RPA Landlord Certification Courses protects both Landlord and renter and should be taken by all Landlords.  The program was created to help landlords succeed while improving the Rental Industry, those landlords that cannot afford the training courses will be allowed to take them for free.  To qualify for the free landlord training program you must be willing to explain why you cannot afford the program, distressed landlords may have all / partial fees waived depending on the situation.  The RPA does not discriminate against financial status, landlords that are not financially able will still be allowed to certify.
