Also you are too paying a rent to your landlord as they pay, so ask him to say the other tenants to keep enough space in driveway so you people can walk and par your car safely and with comfort space.
Now as you say in November time, the winter season creates a lot a havoc, as i too can understand because I faced a similar problem with my neighbours, Also you have already filed a complaint with police, why not try with RPA because going to police and court should be a last resort and also in that process you end up paying so much money, and end result comes as nothing.
