Most likely if you get in touch with the owner of the property, he/she will probably direct you back to the apartment manager whom they have hired to deal directly with tenants. A lot of property owners will refuse to deal with tenants at any level. If the landlord (owner) has purposely hidden all of his/her info from the contract, then you can be sure that they want nothing to do with tenants. (At least on a personal basis) The owner is probably very aware of your repair request but is not willing to do them either because they are costly or not required by law.

I would think that you would have best luck filing a complaint against the landlord. Most likely this will hold a lot more weight than if you were to call him or mail him something out of the blue. If its that big of a problem for you, file a complaint with the RPA, and let the apartment manger go straight to the landlord with the legal notices sent by the RPA. I’m sure that will get the owners best attention.

Or, if you really want to track down the owner to approach him/ her yourself you can contact your county registrar to request the how to find the ownership info on your rental. It will vary by county, but often times they may be able to provide you this data for a small fee or even for free.
