I am renting a one bedroom apt located on the third floor of what used to be a barn turned into an apt building. I pay one rate for everything includes utilities. My landlord told me before moving in that I could not have a window air condition unit. The heat here is unbearable and I asked my landlord if I could put in a window unit in and I would pay the difference in the electric bill and her remark was NO. Is there any help for me with this issue?

We are having the exact same problem. Rental agency has "checked" the air twice, and agrees that although our power bill is rediculous, they say there is nothing wrong with our air or anything else in our unit. They say the problem is the meter, but the power company checked the meter and says there is something wrong in the unit. Have you gotten any information about any legal protections you/we might have?
