You actually gave your landlord blank checks?? My first suggestion is to never do that, period. If it was an accident, try taking better care of your checks. I'm not really sure how you can accidentally give someone blank checks.

Does your landlord have right to sign your blank checks. No! No one EVER has the right to sign for anyone else unless there is a power of attorney. So, if your landlord is signing your name, he is breaking the law and committing a type of white collar fraud.

You can call your bank to report it if you want. But, if your landlord is only writing out checks for the amount your agreed to-- I would hardly see any violation of law.
