But if you think about it, why would you get a late fee if he has paid the water bill with your rental money. If he did pay the water bill, you won’t have any overdue charges, all you need is to pay for the rental. hmmm.

See what it says if you are in charge of your water bill or not. If you are, then you need to catch up on your payments. See if you can work something out with your landlord or the water company. I don’t know about the late fees though. Check into your lease.
