What does your lease agreement say? What about your state tenant laws? Usually, landlords pay for the bedbug treatment. They may split the cost in half (for you and your landlord) but it is very rare that they will let you pay for it all. If you are charged, it could be that it was determined by a professional that you brought the bedbugs in so you will be responsible for the treatment. So did you bring the bedbugs into the apartment? You are also right in thinking that the treatment should be for all the rooms in the house because bedbugs can hide everywhere. If you've determined that you are legally in the right, you can file a complaint against your landlord. RPA has that option that you could use.
