Call them and see what they are willing to do.  Don&#039;t let them shut off the power or you could be in breach of contract and be evicted.]]></description>

Now that you have proof from an independant heating and air conditioning company you should be able to use that as leverage.  The facts are that the unit is not working properly and needs to be fixed.  I will say that 78 degrees is extremely high!  I personally keep my home at 70 degrees, which is comfortable.  You won&#039;t freeze if you lower the heat to 70 or 72.  Most commercial companies keep the heat around 72 degrees.  78 degrees is too much!
I would try to resolve the problem with management, or you can file a landlord complaint with the RPA.  There is a link at the top of this page.  Management most likely will not take any responsibility for the utility bill.  I&#039;m sure it is excluded in the contract you signed.  But they should fix the heat pump right away.]]></description>
