		<description><![CDATA[Not sure if the caps on those things are metal, but if they are you could always try to look for it with a metal detector.  You might have a friend that has one.  If not they are fairly cheap.  I&#039;d try that.]]></description>

Meaning that no matter what you may think is fair, it is all determined by the agreement you signed when you first rented the place.  I would agree that it sounds funny that the property manager (landlord) doesn&#039;t know where the cap is... thats gotta be quite frustrating.]]></description>
