COMPLAINT : Bed Bug-Violation of Habitability

I have recently notice the presence of bed bug in my apartment. I notified my landlord and they sent an inspector to inspect my apartment. The inspector confirmed that there is bed bugs. I asked my landlord if they will provide a treatment since it is not habitable anymore. My landlord refused to provide a treatment to my apartment saying that I might be the who caused the presence of the bed bugs. This has been so stressful. I want this to be treated professionally as soon as possible.
