		<description><![CDATA[Are we talking about security deposits? Because those can only be charged once and that&#039;s when you moved in. Your landlord had to repair the wiring because it was a violation of your city code. Since it was a violation, the he should shoulder all the expenses because it is his responsibility to provide you with a habitable environment. I don&#039;t think it&#039;s right for him to charge extra, ask for additional security deposits and even a penalty fee. You should file a formal complaint against him. Organizations like the RPA may help.]]></description>
