I suspect that maybe the landlord did an illegal lockout. Did they change the locks before the date of the court order? If so, you can be entitled to all of your belongings.
If they did a lock out in accordance to the court order, you're screwed. Unless you can come up with the money to pay them off.

Bedbugs are nasty!! You do realize that all of your belongings are infested? If you bring them to a new apartment, you will spread the infestation to your new place. If you do that you can be held fully responsible for treatement which can be around a thousand dollars or so.

If the landlord is being a butt, contact the health department to inform them that the landlord is attempting to sell your bed bug infested furniture. Depending on your area, they more or may not help you.

The blue text of your post sure jumps off the page. I can tell you are upset. Although, I'm not exactly sure you're going to like my advice.
Since you were evicted for non-payment, the landlord can hold your belongings until you bring the amount current. Your landlord will need to store your belongings for at least 30 days before he/ she can sale them.
Your landlord does have rights to sell your belongings IF you can't bring the bill current within the required holding time. Its a way for your landlord to recoup cost of the eviction and past due rent.
The bed bug infestation is a separate issue. You were taken to court because of your due rent. Eviction courts only want to hear about why you didn't pay your rent. There are very few circumstances that release you from paying rent. The court might have accepted your excuse if their was a major problem that rendered the unit unlivable such as: Flood, Fire, Tornado, etc.
If you want your belongings, you will need to come up with ALL of the money owed. If you present your landlord with the owed money, they will be required to release your belongings.
