		<description><![CDATA[Was it written in your lease agreement that the utilities are included in the rent? If so then you are the one responsible to pay for it. Did you inform your landlord that you want to change the utility bill to your name? If so and your landlord did not do anything then I suggest that you talk to him again and reiterate that you want to change the name of the bill to yours. As for now you may have to negotiate with your landlord about who will pay for the outstanding bill. If nothing was ever done by your landlord then you can file a complaint against him. I heard that the RPA can help you with that.]]></description>
