Two options here: 1. report it to your local housing authority. With such an issue, that could already be a violation of your local building code. If it is, an inspector would come in and record all the violations your apartment has. Your landlord will be given x number of days to correct everything on the list; otherwise, the building would be declared condemned or uninhabitable. If that happens, you will be free to break your lease and your landlord will no longer be able to rent the place out.

2. You can file a formal complaint against your landlord. If you do this, a mediator could come in and try to find a solution for you. The court will not be involved just yet. This is a better option for your landlord because he has the chance to correct the problem before a record can be created. If he does not cooperate, then that's the only time that a negative public image will be released against him. Choose well.
