		<description><![CDATA[A condo is not an apartment complex where the HOA is responsible for everything.  Owners have responsibility for what goes on in their units, and they have liability to the other units around them.  Those owners who are renting their units may be obligated by the implied (or in Colorado, express) warranty of habitability to make a reasonable response to infestations of pests and vermin, and if they want to fight with the tenant about who caused the infestation it is up to them.  I would say the HOA should stay out of it, and has no obligation to pay.]]></description>
