Your landlord is responsible for keeping your rental unit in a livable room. Just keep in mind, however, that if a problem is the result of your carelessness the repair bill will be forwarded to you. If you do not pay for it, the amount may be taken out of your security deposit. If the hole in the floor is already in there before you rented it, then you can write a repair request, this will give you a chance to relate the problem clearly. One effective tactic is to explain that if the problem will not be fixed right away then it will get more costly to him in the future. ;) landlords are sensitive to security issues as well, so you can point out any security risks created by your problem.
