Before doing any drastic moves like filing a lawsuit try to talk to your landlord and resolve the issues he have with you first if nothing happens and he is already causing you so much trouble then go ahead and call your lawyer.

Even though lawsuit is costly and may take some time it is way better than doing nothing to somehow stop the landlord from harassing his tenants.
