		<description><![CDATA[I think part of the law says that before any properly can be leased it has to pass habitability. If a property is not habitable, which may include pest, hazardous wastes, etc the tenant may break the lease. Also the tenant has the right to withhold the rent until such time the landlord has fixed the issue. This is the landlord&#039;s responsibility and any expense on this problem will be paid by the landlord. You may file a complaint here in  RPA.]]></description>
