Thats the main question. If they are slow to refund your deposit, I would file a complaint with the RPA. Who knows what they can do? I would focus on finding a new place to rent.

Most likely the lease you signed with the landlord is binding and can be enforced. However, read the agreement to see if it says anything about possesion– many times there is a clause in the lease agreement that will allow the landlord to refund your deposits prior to possession.
