Landlord refusing to take care of flea infestation

My daughter lives in an apt in Dracut, Ma and has a flea infestation in her home right now. She has two small children 2yrs and 1yr old. Her landlord refuses to come out to fix the problem and/or send an exterminator to deal with it. He did send out an exterminator once and the problem still persists. She has called the board of health several times and all they say to her is they will notify the landlord to take care of this. She asks the board of health to come out and see the condition she is living in with two small children and they refuse. Her landlord also has told her that he has "FRIENDS" at the board of health. If they would come out and give her a paper stating it was unsafe for the children to live there she could then get emergency housing but the refuse to do this. My next step is calling the attorney general because my one year old granddaughter woke up this morning with flea bites all over her face and fleas in her hair. PLEASE CAN ANYONE HELP?? I am desperate.
