This act is based on the implied warranty of habitability that states that all landlords are expected to provide places that are basically decent, safe, and sound. Even though you are on section 8 you are still entitled to safe in a clean, safe, and bearable apartment. In some cases you can even have them pay you for living in that unbearable living condition for as long as you have.
