As a tenant it is still your responsibility to pay your monthly dues and late fees if there are any. You can only withhold your rent if you put it in escrow. The best thing I think you could do right now is to file another complaint with the RPA. I heard they can help you and is cheaper and faster that small claims court or your local county.
