		<description><![CDATA[Did you renew the lease every year? Was water and Heat included only on the first year? If the lease contract said Water and Heat included then you should not pay for it.  My question is, How come you did not know that you have been paying for heat and water for 5 years?  If you did sign any agreement regarding this or did not receive any notice at all, then you should file a complaint.]]></description>
