If you haven’t agreed to it or signed anything about these fees then they can’t charge you for that. One thing as well is why can’t your landlord provide you an invoice for the payment. So that you will know what you are paying for. Your landlord can pass along gas and electricity as long as he does not charge you more than the total utility bill.
