Problems with filing complaint

I live in a Government Assisted apartments that is based on income. Like all complexes, we have rules and regulations. There are several people staying with other tenants beyond the regulation time frame. I have spoke to the complex manager about these individuals and she tells me that in order for her correct the matter, she needs a written complaint. The problem is that I don’t mind filing a written complaint. The problem is that, I have previously filed a written complaint about a different issue and that tenant received a lease violation ALONG with a copy of my written complaint. I had this tenant, instead of speaking to complex manager and correcting the problem, the tenant came short of beating down my down and demanding why I filed a complaint against her. Is the manager suppose to supply a copy of the complaint filed against another tenant or is everything suppose to be done anonymously with only manager knowing who filed the complaint?
