Check with the city about exact wording of noise ordinances. It can be difficult to formally file a complaint unless the City (or municipality) has laws against noise, and even they they are usually restricted to certain hours (such as after 11 pm and until 6 am).

If the police have half a brain, they will not become immeshed in a tit-for-tat fight where the neighbors complain because your washer became loud one day. However, you now know that they they will be on your case about ANY perceived violation of anything, so be on your best behavior. And watch out for vandalism, because people who "party" and become incensed have been known to resort to other means to get their pay back. (I know this from personal experience)
