1)  Threaten to keep deposit
     As you mentioned this could be a great way to motivate your tenant to move out.  The only problem is that it could make things a little tense.
2)  Offer them immediate deposit or money incentive at the time of move out.  Similar to the the above point, you will want to give them a deadline to be out.  Be extremely specific such as Friday the 29th by 5pm.

You might be surprised to find that the 2nd option will probably produce the best results.  By human nature we typically are more motivated by positive incentives than we are by negative threats...]]></description>
