I think that if the owner of house has home insurance he can easily renovate or fix the leakage and other ceiling stuff like that.. If your owner of the house is not paying any money to the roofers, but takes rent on time from you,  you can file a complaint. Also take precautions if roof is damaged and having a leaked, any sort of accident or casualties can happen, even children&#039;s who are more prone to catch diseases will be at risk from bad smell and rat problems, or mold too.  convey this to your home owner. Even then if he is not replying or shows any sort of indication that he will not solve your problem. Go ahead with filing a complaint.  I see in this agency website that we can have option of reporting a landlord or even we can rate him due to his bad behaviour http://www.rentalprotectionagency.com/apartment-rating.php which greatly in concern of you. Go ahead and report him through this medium, it would be useful for you. 

Finally ask your home landlord if he has similar problem in his house how would that be... I am sure it would be some strange reply!
