If it is a cosmetic issue, it can be debatable and at the descretion of the landlord. He/she can choose whether they want to fix it.
If its important enough spend the $35 dollars to file a complaint with the RPA. If not, don’t worry about it.

Darn! I’ve owned rentals in Salt Lake City for a long time and it never gets me how bad some of these property management companies are.
The statute reads that the repair must be done in a timely manner. This would refer to how long it would take to get parts and to hire help. Based on your response, it sounds like its time to file a complaint. You can click on the “File Complaint” link at the top of this page to start the landlord/ apartment complaint process. I’m sure the RPA will be able to get a fire under them.
