How long does it take to change the name on the utilities? If it won’t take too long then the landlord would just have to change it once and for all to avoid arguments between the tenant.

To avoid disputes on utilities both the tenant and the landlord must come into an agreement with regards to the utilities bill. They must sit it down and talk about it first before the tenant moves in.
