But to make a point I would file a complaint against your landlord. Even if the cost of the water is less than the $35 filing fee, I’d still do it to make a point.

You’re right you shouldn’t have to pay for the water if the landlord already agree pay for it.

I would suggest paying the water bill. Its probably not worth it to try to get the landlord to follow-through with his verbal promise.
