Water Help and other things

I live in an apartment building where "everything" is included besides electricty in the rent.

Lately the apartment manager has been telling us that if we go over the usual amount of water being used we will have to pay the difference.  The difference is minor, this month $3.17.  The money isn’t the point.  Nowhere in the lease does it say if we use X amount of water we will be charged extra.  Can they do this?
I am not sure where the water is being metered, but the bill included a copy of the water utility bill from the city and it does say our address + apt # for the service address. I’ve looked in the basement and cannot see any water meters, nor are they outside. Maybe they are hidden. I don’t know.
Another issue is the windows/screens.
When we moved in here our kitchen window was missing the screen.  We have asked to have a screen provided to us.  The response is it "isn’t warm out right now, we’ll look at that when you will actually be opening your windows."   I would like to open my window and have a screen whenever I feel like it.  Maybe I burn some toast and want to get fresh air!!
Another window in my daughter’s room has the wrong size storm window. I mean the entire window frame is too small where there is a gap 3" high for the length of the window.  There are windows in front of the storm window, but in the warmer months bugs crawl in. Especially the WASPS!  This being my daughters room I would like it to be sealed up.  It’s sealed when the all the windows are closed, but if she opens any window, anything can crawl in through the gaping hole.   When I asked about this the response was "This is an old building. If you are worried about the cold then get some of the plastic kits and cover the window."  When I asked if I should include the recepit for this in with the rent I was told we wouldn’t be compensated for this as "All old buildings have the wrong windows!"    Really?   Fix the windows and we wouldn’t need to spend money on it.
Lastly, the landlord has been letting (or has given a key) to the matanience boy.  I do not know this person from Adam. He has been permitted to walk freely in our apartment without any notice.  I was sleeping and heard someone out in the living room to find him looking at a patio light.  We were never informed of him coming over, nor were there any messages/phone calls.  This has happened a number of times to me and to other tenants. I don’t think it is legal?
That’s all for now. I appreciate any input as this is starting to be a struggle!
