The deposit is owed by the original landlord, not the new owner. But in other state like California, the law says that the current owner owes the money. Which would mean the current owner has to pay it and go after the original landlord. It’s important to know your states’ law regarding that matter.

You can file a complaint through Rental Protection Agency (RPA).
