In fact, most lease agreement will specifically state that the tenant is responsible for pest treatment and cost. (Basically thrown in the lease to encourage tenants to live in a manner non conducive for pest.) However, to hold you responsible after you move out is a bit odd and may not be justified at all.

If you need help with this, you can always file a complaint with the RPA.
