If you have done that and the landlord have taken no actions for it you can file a complaint. It’s an option for you to ask help and have it straighten out. I’m not quite sure if such law for getting specific heat existed but what I can say is that if it’s in your lease then the landlord have to honor it. Maybe you need to speak to your landlord and ask him/her that it’s not good for him/her to have a freezing tenants. As they say, nothing can’t be fixed with a good conversation.
