I bet they advertised it, didn’t they! Send them a certified letter stating that you will be terminating your agreement due to a breach of contract from the landlord. Provide a couple of options:
1) Allow me to terminate my contract without penalty
2) Or discount my monthly rent $100 monthly to prorate for the pool.

Since, you didn’t really ask a question I guess you are just venting frustration. I don’t blame you. That’s not right for your property manager to suddenly change their mind. I would suggest sending them a letter showing that they are in breach of agreement by not providing a functioning pool as was including in signed lease. That should get them to stop collecting rent when you move. If you’re really worried about it, you can always file a landlord complaint.
