3 weeks to fix A/C

The leasing agency for my apartment community took over the day i moved in. i moved into an apartment with no working a/c and a refrigerator infested with roaches.  After 3 weeks they finally fixed the a/c and replaced the fridge. I feel like I’m due some sort of refund or credit for not having a/c or a usable refrigerator but the leasing office says no, because that was the former leasing agency’s problem.  Do I have any rights in this situation?
