Moving in on 20th – Landlord wants Rent for Whole Month

I’m moving into my new apartment on the 20 and my new landlord just told me and my two roommates that we have to pay for the whole month of August. Is this possible? He also said on the 1st of September we will be then be responsible for rent, as usual, in full, for September. Can he do this?
