Parking

I just moved into an apartment and my lease states" "PARKING. You shall have the right to park one (1) passenger vehicle(s) in the designatedparking area on the property". I would not have taken this apartment unless it included parking. After I signed the lease and was moving in I was told that parking is limited and I am on a waiting list, with no timeline. I was not gioven a parking permit/pass so I cannot park in the buildings’ parking lot without risk of being towed. My landlords have been notified many times that I am demanding that I get a parking spot or a concession until they can provide one. Almost three weeks have gone by and I have not heard anything. I feel I am being blown-off. What kind of recourse do I have?
