definition of normal wear and tear

If I’ve lived in my apartment for 6-10 years, can management charge me for painting and carpet cleaning/replacement, also nail holes in walls? In CA, normal wear and tear is after living there 3 years plus, can’t charge renter. What about TX where I live?
