unhappy renter

I was wondering if I could break my lease with the apartment complex in which I reside. I have problems with no hot water (going on a month now), there’s a big garbage dump outback of the complex. Also, when it rains a little the drains don’t drain properly.They have been aware of the problem but do nothing to correct it. There’s been vadilism going on, its just not a nice place to live. What can I do?
