Mice in my renting apartment and no help from Landlord

Six days ago I have found a mouce/rat in my kitchen. I have contacted the Super several times as well as the landlord office, yet no assistance was offered from their behalf. Every other night I have been catching a life mouse/rat in my kitchen and am horrified of residing under such poor and health hazard conditions. I also went ahead and forwarded a letter to the landlord notifying them to take the proper actions and solve this issue, yet nothing is being done to assist me. Should I hire an attorney? Contact the Health Department? Can I withhould rent until they solve this issue without being evicted?
